it is from my 1998 computer, the first one my family owned. im posting this to answer a question. can i delete all the info on it? a lot of it is junk and i dont want to wast time going thru it one at a time, and i dont want to ruin the hard drive.
also: i like to know the optimal settings for this. (i already looked at the BOIS and set priority on startup but saw little to change.)

Few things...
a 98 system is likely a base 32 bit system using Win98 or WinMe... *MAYBE has Win2000" as the operating system.
If you are looking to simply "clean things up"
use the system "Disk CleanUp" tool.
1. Start Menu > Search > Type in "Disk Clean" and click SEARCH.
Locate and run Disk Cleanup.
You can delete EVERYTHING in this application that it will let you, and NOT harm anything of the base software OS.
2. In your BIOS menu, there should be an OPTIMIZE SETTINGS option. Choose that one, then leave it alone.
3. Having that large of a hard drive space, ~205 each wont hurt your system. However you can not upgrade the hardware past 500GB for each HDD, as the OS wont support the LBA mode properly. LEAVE THEM SEPARATED.
4. If you want to do a full wipe, and reformat, I recommend putting the OS on one HDD, in LBA mode, then format the other HDD and use it for storage, and to run your applications.
5. Update your Page File... To do this you need to alter your virtual memory file, and increase it to something large enough to handle the low system on-board RAM...
Start Menu > Control Panel > System > "Advanced" tab > "Performance" choose Settings > "Advanced" tab > Change
then set the maximum size to 4092, or something larger if you want... click "Set".. then press "OK" or "Done" until you close everything out. (in older systems, its important to click the "OK", and "Done" buttons, rather than the red "X", because it saves the settings to the registry file.
And thats about all you can do.
If you are looking to upgrade the OS, to todays OS's... dont. The hardware for the motherboard, RAM, USB, Drive I/O's, Power Supply, etc... is all 1998. If you put newer OS on, it wont work properly, and you'll just get frustrated.
Its like having a really nice restored 1930's hot rod car, and putting a brand new fuel injected cobra engine in it... and only the engine. It will run, but not correctly. All the secondary systems need updated too to match it.... and I dont get the impression you are wanting to rebuild the computer.

i think you got it backwards, i put the 10gb hard drive from my 98 and put it in my vista, i knew not mess with the os. and disk cleanup was what i was looking for thx.

OH! ok, I got it now. So you have a 500GB main OS drive in your vista machine.. and you pulled your 10GB HDD from your 98 machine. What are you going to use it for..? Just storage?
If youre just gonna use it for storage... format it, and go full partitioning.

i put it in there because it is worth nothing, i noticed i could, and its full of cool things i made as a child, but on a side note this computer was attached to my tv this morning and slices of pictures from a different site are on this (minecraftnews) site, it only effects this site and the pictures are only from gigapan. and the spots are not random, under user names, in quotes, emotes, and a few more spots.
We're still working through the VB updates. The image resizer isnt always working properly. I noticed a few too.
